I have spoken to Sir Louis Kershaw at the India Office about the application.o does not think they are very much concerned. Like myself. he is deeply suspicious of the authorities at Macao and of all their ways, and he says emphatically that there can be no question of the Indian Government either making good to the Hong Kong Government the amount of Indian opium transferred to Macao or supplying any Indian opium to Macao for the purpose of repaying the loan or for carrying on their Monopoly.

I should be inclined myself to mention the above considerations to the Governor of Hong Kong and to leave it to his discretion to act as he thinks best in the circumstances, as he and his officials are the
